Is it true that I will need to pack a camping mattress because there are 3 people in a room? Do I have to have a three-piece suit for the farwell dance? Do you think it is that important to bring snacks for my room?

1) No but I would HIGHLY recommend it. I elected to be a martyr and take the roll-away for all 10 days of my conference (yes yes, yours is 5 or whatever). It was horrible - until I folded the "bed" back up and used it for a desk. I actually just slept with my mattress on the floor - it was comfortable (for me), but I had been sleeping like that all summer (worked out at a camp). For someone who is not used to sleeping on something that bare I would almost make it a requirement to take an inflatable.
2) Do you HAVE to wear a three-piece-suit? No, but you will have to wear Professional attire (Jacket, dress shirt, tie, slacks, shoes). Well I guess that is a three-piece, but you don't have to wear a tux.
3) I would highly recommend snacks - the food is bound to suck at least one or two meals, and they'll charge you an arm, leg, and half a soul in DC. You'll probably get hungry between meals too - so do bring something to eat off of at least once a day for each day.
they won't charge half your soul, but it can be a bit pricey....

Your right, coming from Richmond, VA to DC only takes 2 hours + traffic (which I'm used to), so I really don't expect a huge "sticker shock"

1) Jacket or nice shawl/sweater 2) Dress top (may be button up or something neutral in design) 3) Slacks or a knee-length skirt 4) Alternative - knee length (or longer) dress, something like a "Sunday's Best" dress.
I would recommend the usual neutral colors - navy, black, beige/cream/white, tan/brown, etc.
I think the dress in the above link might be considered relaxed professional...I'm not too sure. Anyways, you can definitely spice those suits up with some color or swanky jewelry if you like - but those are pretty similar to what I took. I would highly suggest that you bring a pair of nice (not 'tacky') flats too - I wore flats all week and certainly suffered much less than the other girls in my group...
Oh, and you don't have to spend that much. Ebay and thrift stores are really a god-send. Alternatively Bealls/JC Penny/Sears/etc will probably be having their spring sales soon. If you find one that you can't get for less than $50 try and make it double or triple (like being able to wear the jacket with several tops, or wearing the same pants with one or two more tops, etc).

I personally wore a somewhat casual dress that hit just below my knees, had short sleeves, and wasn't revealing at all. It was a nice fabric too, so it looked nice but was a lot more comfortable than a suit skirt and blouse. The majority of girls though wore trouser-like pants in colors like tan and black with a nice looking shirt or a sweater. Any nice neutral pant that isn't jeans should work. Flats were really popular too on the semi professional days. You'll be going in the summer though, and I went in the fall, but still this should give you some idea of what to wear.

Again, I would recommend flats at ALL times - they're professional, semi-professional, AND relaxed. And you don't have to worry about faceplanting in DC either.
I can't help you out with the differences between semi-professional and professional - I wore professional the whole time.
are you allowed to wear halter, cross strapped, or spaghetti straped dresses? i know somwhere it mentioned sleeved shirts, does that apply for dresses too?

No, I don't think that any of those types of dresses are allowed. Dresses need to have at least short sleeves on them. Dresses with spaghetti straps or halter tops need to have a cardigan over them at all times. Hope this helps!

So, i have a nice pair of black slacks, could i just wear them with like dressy shirts and be done with it? cause i have a nice dressy yellow shirt that is short sleeved and doesnt show anything, would that be considered too casual? (i haven't gotten my packet yet, so i dont know the rules exactly)
